[Charlug] min specs for YouTube vids

Lawrence,

The 450 mhz AMD K6-2 systems have a deeper problem, so
 450 mhz does not (necessarily) represent the lower
limit of minimum specs. I have a P3/450mhz/256mb that
plays YouTube vids fine running VectorLinux.
