[Charlug] Keeping Discussions On-List

Since we are back on mailman, maybe the default setting to reply should be
reply to list and not reply to sender like ezlm forced upon us with the
previous switch. Easier to change mailman setting than the habit of just
hitting reply.. Just a suggestion and my 2 cents.
