[Charlug] New User Permissions

I'm trying to set up my Fedora box so that when I add a new user, I can immediately go their web page (i.e., http://hostname/~username). 

Apache is configured right and the files in /etc/skel all have the correct permissions. 

The problem is that the new user's home directory (/home/username) has the wrong permissions (700). Is there somewhere I can change this so that the default permissions for these directories are right? Or is there a way to automatically trigger a setup script when a new user is added?
